Utilities in the European Union are subject to strict regulations if they award a contract over threshold. Thus each contract over threshold has to be published in the supplement of the Official Journal of the EU (OJEU). In case of an “open procedure”, the minimum time limit for the receipt of tenders is 52 days from the date on which the contract notice was sent. As a matter of fact the utilities lose a lot of time.
