How to use the Achilles Joint Qualification System scheme for supplier selection and pre-qualification

Once you have decided to implement the Achilles Joint Qualification System as a supplier information system, Achilles will issue a company wide license, and arrange for access to the system.

This will then enable the number of staff within your organisation determined by yourselves to access the Achilles JQS and utilise the system for identifying potential suppliers and managing information on your existing suppliers.

Achilles are able to provide training on Achilles JQS.

When you have identified a need for a specific contract or any other purchase, the Achilles JQS allows you to search for potential suppliers or contractors in a fair and consistent manner, by applying objective criteria against the information registered by each supplier.

Achilles JQS search facilities allow easy identification of suitable supplier details. There are a large number criteria purchasers are able to use as search criteria including: Product/Service codes; financial information (last three years of audited accounts); QA and HSE standards/certifications; references etc.

This will result in a list of suppliers or contractors that meet the criteria applied, which can then either be used as the final tender list or as the ‘first pass’ for further information to be asked, depending on the nature of the contract being sourced.

The Achilles Joint Qualification System is delivered to oil and gas operators and management contractors as an online service.

Subscribers typically use Achilles JQS to pre-qualify suppliers and contractors for contracts both above and below the EU thresholds, depending on the particular nature of the goods, services or works being procured.

A supplier wishing to seek for qualification will receive an email and a telefax with details on how to access a user-friendly internet based questionnaire. Achilles have together with the participating oil and gas operators and management contractors established a specific product/service nomenclature relevant to this industry. All products/services registered in Achilles JQS must be linked to a category within this nomenclature. When the supplier have completed the questionnaire it is returned Achilles, together with a copy of the company's Certificate of Incorporation, issued by a public registry office and a declaration from your managing director, confirming the correctness of the stated information. All key information is validated to meet the set qualification criteria of Achilles JQS. The supplier will be contacted if any amendments are recommended to improve the quality of the information or if any information is lacking.

As soon as the supplier is qualified all purchasers at the subscribing oil and gas operators and management contractors can access the information. The supplier will receive a certificate confirming the qualification. The qualification is valid for up to 12 months and has to be renewed before the end of this period. The annual renewal questionnaire is automatically made available to the supplier in due time.

The Achilles Joint Qualification System questionnaire includes information on:

  • General company information:
    - Addresses, Personnel, contact persons
    - No. of employees, possible divided into locations
    - Associated companies i.e. parent company, subsidiaries
  • Financial information:
    - Information from accounts
    - Major owners
    - Information concerning auditor and bank
  • Quality Assurance system, Health, Safety and Environmental Reporting system.
  • Detailed products and services offered :
    - Offered product services categories with own description
    - Contact person
    - QA system information- Manufacturers
    - References / Supply History

Basis for Qualification:

  • The supplier is conducting sales in his own name.
  • The internet based questionnaire is properly completed.
  • Minimum complete mandatory information (marked with *)
  • The supplier has established a documented Quality System in accordance with ISO-9001 series.
  • have established and documented a formal system for managing health, safety and environment (HSE), matters and requirements which, as a minimum, complies with the applicable national (ref. Company address) laws and regulations related to or concerning HSE.
  • For certain service categories a series of questions relating to HSE (NORSOK S-006 standard) are mandatory.
  • The company has paid all due taxes and fees, and has met legal requirements with regard to submittal of last years Annual Report and Accounts (if relevant)
  • The company is not involved in any debt settlement proceedings or in any other respect is placed under public administration
  • Statement by managing director confirming the information entered in the internet based questionnaire together with a copy of company's Certificate of Incorporation, issued by public registry office.
