Use of the system:
Suppliers are identified by searches in the database. The searches are based on criteria that the buyer finds relevant for the particular procurement he is making.
The participating companies objective is to establish the majority of tender lists on the basis of the qualification system. Each company is, however, free to use all the procurement procedures available according to Norwegian/ Danish law and the EU/EEC procurement rules.
The information in the system is only available to the subscribing oil companies and main contractors as well as qualified suppliers that have made a contract for use of the system.
The JQS Steering Committee:
The operation of the Achilles Joint Qualification System is led by a steering committee comprising of representatives from each subscribing company. A list of all Steering committee members may be downloaded here.
Secretariat and management:
The chairman of the steering committee is presently Norvald Tjønn, Gassco AS. The secretariat function is held by Achilles Information Centre.
System Co-ordinator:
The participating oil companies have appointed Achilles Information Centre, Oljeindustriens Leverandørregister AS co-ordinating unit for the pre-qualification system. In addition to running the day-to-day operation Achilles is responsible for announcing the pre-qualification system in the Official Journal/TED (Tenders Electronic Daily) at a minimum once a year. The announcement which is made on behalf of the participating buyer organisations serves as an invitation to the supplier market to participate in the industry's joint pre-qualification system.
